Start with the ordinary choice: one person, two people. If the text is a conversation, a story, an email, or a general report, people will almost always sound right. Consider persons only when the surrounding language is deliberately formal, for example a regulation, a police report, or a sign that addresses the public.
Use person for one individual
Person is a countable singular noun for one human being. It is useful when the number matters, when you identify one individual, or when the sentence begins with one person. A singular subject takes a singular verb.
One person is responsible for opening the hall.
One people is not the ordinary singular form. Say one person when you mean one individual.

Use people as the normal plural
People is the standard plural for person in everyday English. It works after numbers, quantifiers, and words such as these or many. It takes a plural verb, even when it refers to a group in one place.
Several people are waiting for the next train.
Several persons are waiting is possible, but it sounds official and distant in a normal travel update.
People often remember a helpful welcome.
Here people means human beings in general, so it takes the plural verb remember.
Recognise formal uses of persons
Persons occurs most often in official notices, regulations, legal documents, and administrative reports. It can make the scope of a rule sound precise and impersonal. In a friendly email or a spoken explanation, people is normally better.
The lift is for authorised persons only.
This sign uses a formal register. The same rule could be rewritten in plain language with people.
